STATE PLAN AMENDMENT 24-0001
REGARDING
CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINICS (CCBHCs)

Pursuant to 42 U.S.C. §1396a(a)(13)(1997) and 42 C.F.R. §447.205, the Department of Human Services
(“Department”), Bureau for Medical Services (“BMS”) provides notice of the filing of a state plan amendment (SPA),
identified as SPA 24-0001, regarding authorization for CCBHCs as part of the West Virginia Medicaid program.

This SPA, if approved by the Centers for Medicare and​ Medicaid Services (CMS), will provide coverage for services
provided by CCBHCs. The CCBHC model intends to ensure access to coordinated comprehensive behavioral health
care. CCBHCs are required to serve anyone who requests care for mental health or substance use, regardless of
ability to pay.

This SPA will have an effective date of July 1, 2024, pending CMS approval. The change would increase costs in
Federal Fiscal Year 2024 by $14,384,800.35 (of which $10,659,137.06 is the projected Federal share) and in Federal
Fiscal Year 2025 by $57,539,201.40 (of which $42,486,946.31 is the projected Federal share).

This SPA and notice will be available for public inspection between February 21, 2024, and March 23, 2024. Written
